Нет, квик лонч, он же - быстрый запуск, убрали совсем в 2.0.
Вот есть такое расширение, пишут совместимость есть с СМ2, но я не пробовал

Я так понял - Симка просто запускается при загрузке системы поэтому окно потом быстрее открывается.
